
The recent UGA CVI DeKalb Cityhood Impact study was conducted with county 2018 data. A major source of revenue from Insurance Premiums was not included in the impact calculations in 2018 even though the insurance premiums in 2019 went directly to Stonecrest and Tucker, and were not collected by DeKalb County.
As such, the UGA CVI does not provide a true illustration of the cities impact on DeKalb County.
Under the current scenario, Tucker and Stonecrest use the DeKalb Police Services, however, these two cities are now collecting directly Insurance premium taxes from the state, and the IGA between the cities and the county does not address this fact, and as a consequence, DeKalb county is losing out on revenue that is not being illustrated in the UGA CVI study.
The CVI report should add another 6 million dollars of lost revenue in its projections for Tucker and Stonecrest, and any new cities created for Greenhaven ($14,419,639) and LaVista Hill ($3,781,598) or Vista Grove ($3,223,476) Insurance Premiums
