#Health Certificates for all ECD's
The Issue
ECD's our Future Universities
Early childhood development centres can not be register with the Department of Social Development without a Health certificate that is issues by local municipalities which is a prerequisite for registration as a partial care centre.
Impacts/challenges
Children can not access quality education without proper and well developed functioning early childhood centres while the government has made ECD's a priority in its Budget speech.
Centres are loosing on the Department of social Development funding as a means of providing for the poor communities as the Department is expected to only fund the registered ECD.
90% of previously funded ECD's are about to bow out of the funding scheme from Department of Social Development due to "non-complient" can not be issues with a new health certificate certainly because of an area they are situated and non affordability due to the municipal demand of high fees for rezoning and land use rights.
All stakeholder uncluding the South African Lottery can not trust to fund an illegal operating ECD, registration certificate is needed before an ECD can qualify for funding.
Funders and other stakeholders need to be assured of the land use rights before can donate building materials to our needy communities.
The ECD centres can be able to hire qualified stuff and run capacity building to enhence Early childhood Development only if they get funding from all stakeholders for our poor communities.
The municipalies are dragging on every rope possible in solving the issues around issueing of the health certificate.
The ECD centres and literally the children are put in the centre of this challenges that need the municipality to deal.
Centres are asked for rezoning of their operating areas with a big amount of monies yet they are NPO's.
Mostly much vulnerable children are in the informal settlements and locations where theres always poor service delivery and the ECD's in such areas will never comply with the municipal requirements which means there will never be a legal ECD's in an informal settlements which again literally means all children living there are not going to get the privileges of children from the other parts of the country and can never benefit from Department of Social Development nutrition programme.
let all ECD's be recognised guided and to fully develop and get easy access to public and private funding and assistant to provide quality education through the municipality intervention.
lets call upon our minicipalities to come on board to solve the issue for the better purpose of our children's future.
