The NRO has donated two telescopes, with more advanced optics than the Hubble Space Telescope, to NASA. These instruments were built as back-up spy satellites but are no longer needed by the NRO. To build a pair of telescopes like this would cost NASA several billion dollars. In order to take advantage of these technological marvels, NASA will need a budget to fly and operate them.
