Fund and Deliver a Safe Crossing at the BP Roundabout – January Budget Decision Needed-
We, the undersigned, call on the Cambridgeshire & Peterborough Combined Authority (CPCA) to urgently prioritise, escalate, and fund the A10 BP Roundabout Active Travel Crossing in their January budget and forward planning cycle.
The A10/BP roundabout between Ely and Witchford is recognised locally and officially as a dangerous and hostile environment for people walking, wheeling, cycling and horse-riding. It forms a critical barrier between two communities and key employment sites.
Why action is urgently needed
Documented safety risk: Between 2017 and 2023 there were 12 reported collisions, resulting in 15 casualties, including 4 serious injuries near the BP roundabout.
Danger amplified by past redesign: The previous roundabout expansion increased motor-vehicle capacity but made crossing more dangerous, especially for children, vulnerable residents and people with limited mobility.
Feasibility work is done: The Combined Authority has already funded detailed feasibility studies and shortlisted three viable options (including an overbridge and signalised crossing).
Public consultation shows strong support: Residents across Ely and Witchford consistently highlight this crossing as one of the most dangerous points on the A10 corridor.
Essential for fairness and inclusion: Not providing a safe crossing disproportionately affects people without cars, young people, disabled residents, and those accessing schools, work and services on foot or by bike.
What we are asking
We call on the Combined Authority to:
Include full funding for the BP Roundabout Active Travel Crossing in the CPCA budget
Escalate the scheme within the CPCA Forward Plan as a priority safety and active-travel intervention.
Progress the scheme to Outline Business Case without delay, ensuring delivery remains on track.
Recognise the scheme’s strategic importance, including reducing collisions, enabling safe access between Ely and Witchford, improving links to Lancaster Way Business Park, and supporting climate, active travel and equality commitments.
Why this matters
This is not a “nice-to-have” scheme.
It is a necessary, life-saving safety intervention backed by public evidence, professional reports, and strong community support.
The feasibility work has been completed. The options are clear. The need is urgent.
💛 This year the CPCA need to commit to fund this crossing and make the A10 safer for everyone.
