FREEDOM FOR ACADEMICS FOR PEACE IN TURKEY

INTERNATIONAL CAMPAIGN – ULUSLARARASI KAMPANYA

January 11, 2016: 1124 academics signed a public statement for Peace in Turkey titled, “we will not be a party to this crime,” criticizing  the Turkish Government’s gross human rights violations in the Kurdish region and calling for restoration of the peace process through political negotiations. The number of signees increased to 2212; however, the campaign was discontinued within weeks.

Since then, the signees of this peace statement have been harassed and prosecuted by the Turkish Government, university administrations, and the judicial system. Tens of signees have already lost their jobs, hundreds of them have been subject to administrative and judicial investigations, and finally…

March 15, 2016: Three academics were detained on the charges of “propaganda for a terrorist organization.” A fourth one joined them later on.

March 28, 2016: 120 psychology academics in Turkey issued a new public statement criticizing the detention of their colleagues and demanding their release.

PUBLIC STATEMENT BY PSYCHOLOGY ACADEMICS IN TURKEY (March 28, 2016)

We, the undersigned, are academics working in the field of psychology at various universities in Turkey, would like to declare to the public the following:

  • The developments following the announcement of the Academics for Peace statement dated January 11, 2016 reached a new phase when four of the signees were detained on the charges of “propaganda for a terrorist organization.”
  • Among the detained academics, Esra Mungan, an assistant professor and a faculty member at Boğaziçi University in the Psychology Department, is a colleague of ours.
  • Independent of whether we agree with the content of the peace statement, we find the charge, which is incompatible with any legal standards, and the detention order, unacceptable.
  • We repeat that where there is no freedom of expression, there can be no university, no teaching, and no research; in fact, it is impossible to talk about science in any way. Psychology professionals, who strive to improve human life and well-being, condemn all kinds of terror without hesitation. In actuality, restricting the freedom of expression harbors the fear climate that terror aims to create.
  • Esra Mungan and the other three academics, and Kıvanç Ersoy, Meral Camcı, and Muzaffer Kaya who are also being detained have asserted the right to their freedom of expression guaranteed by the Constitution. As stated by the European Court for Human Rights, “freedom of expression includes not only the ideas that are accepted to be positive and deemed benign but also the ideas that offend, shock, or upset the state or a section of the public. It is an essential requirement of pluralism, tolerance and open mindedness which constitutes a democratic society.”
  • We demand the immediate release of our colleagues so that they can return to their students.

ÖFFENTLICHE ERKLÄRUNG VON PSYCHOLOGIEWISSENSCHAFTLERINNEN UND WISSENSCHAFTLERN in der Türkei vom 28. März 2016
 
Wir, die Unterzeichner, Wissenschaftler auf dem Gebiet der Psychologie an verschiedenen Universitäten in der Türkei, geben folgende öffentliche Erklärung ab:
 

  • Nach dem Aufruf der türkischen Wissenschaftler für Frieden  am 11. Januar 2016 ist mit der Verhaftung von vier Unterzeichnern unter dem Vorwand der "Propaganda für Terrorismus“ eine neue Phase eingetreten.
  • Unabhängig vom Inhalt des Friedensappels stellen wir fest: Die  Vorwürfe und erst recht die Verhaftung sind mit den türkischen und internationalen Rechtsstandards absolut unvereinbar.
  • Wir betonen erneut, dass es dort, wo die freie Meinung verboten wird, keine Universität, keine Lehre, keine Forschung geben kann, kurzum, die Voraussetzung für Wissenschaft zerstört ist.
  • Die Wissenschaftler, die auf dem Gebiet der Psychologie tätig sind, sehen es als ihre besondere Aufgabe an, das Leben und das Wohlbefinden der Menschen zu verbessern. Wir  verurteilen jegliche Art von Terror. Wer die Meinungsfreiheit einschränkt, schafft ein Klima der Angst, das Terror hervorruft. 
  • Dr. Esra Mungan, Assistenzprofessorin  im Fachbereich Psychologie an der Bogazici Universität, eine Kollegin von uns, und die anderen drei Wissenschaftler, Kıvanç Ersoy, Meral Çamcı und Muzaffer Kaya, haben von ihrem verfassungsrechtlich geschützten Recht auf Meinungsfreiheit Gebrauch gemacht.
  • Nach der Definition des Europäischen Gerichtshofs für Menschenrechte gehören zum Spektrum der freien Meinungsäußerung „nicht nur eine 'Information' oder  'Ideen', die positiv aufgenommen oder als harmlos oder als gleichgültig betrachtet werden, sondern auch Aussagen, die schockieren, beunruhigen oder beleidigen. Das sind die Forderungen des Pluralismus, der Toleranz und Offenheit, ohne die es keine demokratische Gesellschaft gibt."
  • Wir fordern die unverzügliche Freilassung unserer Kolleginnen und Kollegen und die Garantie, dass sie zu ihren Studenten zurückkehren können.

 PSİKOLOJİ AKADEMİSYENLERİNDEN KAMUOYUNA DUYURU (28 Mart 2016)

Biz aşağıda imzası bulunan, Türkiye’nin değişik üniversitelerinde psikoloji alanında çalışan akademisyenler olarak kamuoyuna duyurmak isteriz ki:

  • 11 Ocak 2016’da kamuoyuna açıklanan Barış için Akademisyenler bildirisinden sonraki gelişmeler, imzacı dört akademisyenin “terör örgütü propagandası” ile suçlanarak tutuklanması ile yeni bir aşamaya varmıştır.
  • Tutuklanan dört akademisyen arasında Boğaziçi Üniversitesi Psikoloji Bölümü öğretim üyelerinden, meslektaşımız Yrd. Doç. Dr. Esra Mungan da vardır. Söz konusu bildirinin içeriğine katılıp katılmadığımızdan bağımsız olarak, hukuki hiçbir standarda uymayan bu suçlamayı da, tutuklama kararını da kabul edilemez buluyoruz.
  • Düşünce ve ifade özgürlüğünün olmadığı yerde üniversitelerin olamayacağını, ders verilemeyeceğini, araştırma yapılamayacağını, kısaca bilimden söz edilemeyeceğini tekrarlıyoruz. İnsan yaşamı için uğraş veren psikoloji çalışanları şüphesiz her türden terörü lanetlerler. Düşünce özgürlüğünü kısıtlamak aslında terörün oluşturmak istediği korku iklimini besler.
  • Esra Mungan ve onunla birlikte tutuklanan akademisyenler, Kıvanç Ersoy, Meral Camcı, and Muzaffer Kaya, anayasal güvence altındaki ifade özgürlüğü haklarını kullanmışlardır. AİHM kararlarında belirtildiği gibi, “ifade özgürlüğü sadece olumlu karşılanan ve zararsız düşünceleri değil, aynı zamanda devleti ya da toplumun bir bölümünü inciten, şok eden ya da rahatsız eden düşünceleri de kapsar. Bu demokratik bir toplumu oluşturan çoğulculuk, hoşgörü ve açık fikirliliğin bir gereğidir.”
  • Meslektaşlarımızın en kısa zamanda serbest bırakılmasını ve öğrencilerine kavuşabilmelerini talep ediyoruz.
