Free Korean hostages in Cambodia - STOP the organized crime groups!
The Issue

Park, a 22-year-old Korean college student, went to Cambodia hoping for a high-paying job. Instead, he fell victim to a Chinese organized crime group. The criminals demanded a ransom of about 40,000 dollars. When his family couldn’t pay, Park had to suffer from severe electroshock torture. He died of a heart attack due to unbearable pain. Further investigations revealed that he was also forced to take narcotics. Park’s body was returned 74 days after leaving for Cambodia.
Unfortunately, this is not just a story of one man. In Sihanoukville, the second-largest city in Cambodia, there are believed to be at least 200 Korean hostages locked up by organized criminals. Including other cities such as Phnom Penh and Poipet, the number of hostages would be much bigger. All of these people are under imminent danger and need urgent help, as they cannot tell for sure that they will survive the day.
Through Telegram chats, the criminal groups promise young Koreans high-paying jobs in Cambodia. However, when the Koreans arrive in Cambodia, traffickers with guns and knives are waiting for them. The Koreans are then locked up in large-scale cyber-scam compounds. There, victims are forced to engage in online scams through phone calls or Telegram chats. They work up to 17 hours a day. When they refuse, harsh torture, sexual harassment, and even murder await.
Meanwhile, despite the rescue efforts of the Korean government, the Cambodian government is not cooperating. Experts believe this may derive from the fact that the online scam industry accounts for about half of Cambodia’s GDP. The Korean police believe that the Prince Group, a real estate conglomerate, is the mastermind behind this crime.
To stop brutal tortures and online scams, we demand three immediate actions:
- IMPOSE the Prince Group UNSC sanction through an international resolution to cut their financial lifelines by freezing their funds and blocking their trade.
- SUSPEND all financial aid from Korea towards Cambodia (ODA) until the Cambodian government accepts the Korean Desk, a police liaison for Korean crime victims.
- ESTABLISH a permanent, multi-national Asian Task Force for shared intelligence and coordinated prosecution across East Asia and Southeast Asia.
