We ask the Board of Education to use this information to ensure a fair and open vendor selection process.

The following data shows the cost claims made in this petition regarding the Wolcott school photography contract. My statements are based on documented personal receipts and are verifiable.

1. Primary Cost Comparison (Caused by Forced Purchase Policy)

• Wolcott Vendor (Impressions Studio): Total Cost Incurred to obtain the necessary Digital File and Class Picture for my son (5th grade): $56.18

• Discrepancy Cause: The Impressions Studio policy forces the purchase of a $25 physical print package, as the Class Picture is explicitly excluded from the digital-only option.

• Alternative Vendor (Lifetouch): Total Cost Incurred for a full customized package that met all my needs for my daughter's 9th-grade photos: $35.72

• Basis for Comparison: The Lifetouch policy was highly flexible, allowing me to buy only the digital file and specific prints I selected, mandating no additional purchases.

Retakes are only provided free of charge if the student was absent on the original Picture Day, or if the school requests the retake due to a technical error or administrative need.

• Lifetouch Retake Policy: No fee is charged for retakes, regardless of the reason.

• Options Discrepancy: Impressions Studio offers fewer background varieties and restrictive package bundling, contrasting with the high level of flexibility offered by the alternative vendor.

Goal: We, the parents and taxpayers of Wolcott, formally request to be included in the process of selecting the next school photography vendor to ensure fair costs, flexible options, and financial accountability for our community.

This issue is not new. In the past, Wolcott parents and the PTO actively voted this vendor out due to their unreasonable prices and lack of options. The vendor was ultimately brought back, overriding the community's previous rejection. This history underscores why parental inclusion in the selection process is essential to prevent a repeat of this disregard for community input.

Alarming Precedent: Impressions Studios is based in Wallingford, Connecticut. Our research shows that the Wallingford School District has opted to use other photography vendors, underscoring the poor value choice the Wolcott District has made by selecting a vendor its own local community does not contract with.

The District's Exclusionary Stance

The vendor's contract is due to expire next year. Business Manager Mr. Todd Bendtsen confirmed the process would be managed internally, stating: "At this time, we have not set times or dates to discuss the next photography contract. This process will be managed exclusively by district administration to ensure it remains objective, fair, and free from personal influence."

Following this, the District's legal counsel confirmed this stance by formally stating to a taxpayer that "There is not and will not be a role for you to play in that process."

The attempt to categorically exclude parents from any role in a decision that directly impacts every family's budget is highly concerning and undermines the democratic process.

Our Formal Requests: Transparency and Parental Inclusion

We formally request a transparent and accountable process for the next vendor selection:

1. Publicly reverse the statement that parents will have no role to play in the next vendor selection process.

2. Commit to parental representation by establishing a Parent Committee that will participate in vetting and interviewing candidates for the next contract.

3. Insist on a transparent and open bidding process, publicly disclosing the financial terms of all competing bids. This process must be open to all vendors, including Impressions Studios, provided their offer includes flexible package choices and competitive pricing that does not force parents to purchase unwanted products.

4. Publish the date and time of the vendor selection meeting for the 2026 contract renewal immediately once it is set.
