Section 73 Application to vary Condition 5 (Operation Management Plan), Condition 6 (Private Hire) and Condition 20 (Opening Hours) of Planning Consent ref: P2024/1540/FUL dated 19/05/2025 for: Change of use and conversion of Grade II listed buildings known as the Engine House, Boiler House, Coal Store and Windmill Base from Class E (Commercial, Business and Service) to Class F1 (Learning and Non-Residential Institution) for gallery, exhibition and education use with ancillary shop, cafe and office uses. Occasional use as an events venue for private hire. Reconfiguration of North Stores and construction of foyer link between North Stores and main buildings. Provision of landscaping and public realm enhancements including creation of a pedestrian route through the Site. Reconfiguration of new vehicular and pedestrian access into the site from Amwell Street and pedestrian and servicing access from Myddelton Passage. External lighting scheme also proposed.
The application seeks amendments to approved opening hours and events parameters and a new Operation Management Plan specifying the details for event uses.
I refer to the above planning application and the representations received regarding this case. I am writing to notify you that the above application will be presented to the Planning Committee to be decided. This will be held on 07-Jul-2026 at the Islington Town Hall, commencing at 7:30pm. If you wish to attend the meeting, it is important to note that it is ‘a meeting held in public’ and not ‘public meeting’.

Permission to speak at the committee will be subject to the discretion of the Chair of the Committee who will take into consideration the number of requests received, and the particular points attendees wish to make to ensure that the committee receives what the Chair considers to be a balance of the views represented.

Who sits on the committee?
The committee consists of six locally elected Members of the Council, ‘Councillors’, who will decide the applications
When will the application I am interested in be heard?
All the planning applications before the committee will be listed as separate items and organised within the agenda. The items are normally taken in the order of the published agenda. However, the Chair of the committee has discretion to vary the order where there is significant public interest in a particular case or where another reason(s) may warrant a change(s). In general, applications which have been deferred from a previous meeting are considered first, followed by the remaining planning applications and then other planning business e.g. planning briefs.
Where can I see or get a copy of the committee agenda and the reports?
The agenda / reports can be viewed online five working days before the meeting at http://democracy.islington.gov.uk/
Alternatively, if you do not have access to the internet, please contact the committee clerk(s) on 020 7527 3187 / 3044 / 3068 / 3308, no later than three days before committee. Please also call this number if you have any special needs (mobility, hearing, seeing or other) so that we may organise assistance.
What is considered at the committee?
A planning committee report on this case will be produced by officers and this, together with the application documents and any representations received will be considered by Councillors to inform their decision. Applications considered at committee can be: approved, refused or deferred to the next meeting to allow for amendments or further information. Each item will be taken in turn and follow the following procedure:
a) Item introduced through a presentation by Council officer(s) including any updating information to the written report. Followed by any questions by Councillors to officer(s)
b) Members of the public invited to speak by the Chair (referring to the Register of Intentions to Speak) giving three minutes. Where more than one person wishes to speak then the Chair will request that a spokesperson speak on behalf of the group, the spokesperson should be selected before the meeting begins. Councillors then have an opportunity to ask questions of those who have spoken.
c) Applicant invited to speak also being given three minutes. Followed by questions by Councillors to the applicant.
d) Discussions solely between Members on the merits of the case in light of the above process followed by a vote to decide the application.
These arrangements may be varied at the Chair’s discretion and the Chair has the final decision on whether or not someone is permitted to speak.
What are relevant planning objections?
The committee is required to decide planning applications in accordance with the adopted policies and guidance of the Development Plan unless there are compelling material reasons otherwise. The officer(s) report to the committee will refer to the relevant policies and evaluate the application against these policies. Any objections to the application must be for valid planning reasons for example size, scale, design, traffic, impact on residential amenity for example: inappropriate land-use, loss of privacy, daylight, openness outlook or other amenity implications. Not, for example, because of an impact on value of a property, loss of private view, increase in business competition or impact on the amenity of non-residential uses. The committee will not consider any comments which are not relevant to planning.
What if I want to provide additional information or further objections to the scheme?
The committee will not consider any additional letters, plans, diagrams etc presented on the evening of the committee. Should you wish to provide any such information, please send this to the planning Case Officer a minimum of 24 hours before the meeting. Documents passed to Councillors during the meeting will not be accepted.
Will the council write to me following the decision by committee? What if I have questions not covered here?
The council does not send written notification to objectors or consultees once an application has been decided. However, you can monitor the progress of the case and view any decision on the council’s website. Access, Communication & Equipment
� The front entrance of the building is set back from Upper Street and a ramp is provided.
� The nearest accessible drop-off point is in the Town Hall car park. Level access is provided to the building at the top of the ramp/steps. Accessible lifts or platform lifts provided to other floors.
� The reception desk is immediately inside the entrance to the building. There is no induction loop available at the reception counter.
