Force DeSantis to Freeze New Data Center Permits Until the State's Study Is Done

The Issue

SB 484, which Governor DeSantis signed on July 1, requires the Office of Program Policy Analysis and Government Accountability (OPPAGA) to run an independent study of how large-scale data centers affect land, water, energy costs, and public health across Florida. But the law doesn't pause anything while that study is underway. Counties across the state, including Palm Beach County on July 15, are voting on new data center approvals right now, months before OPPAGA's findings will even exist.

That means Florida could approve today's wave of data centers based only on the numbers developers hand over, then get an independent report later confirming the water and power impacts were worse than anyone accounted for, on projects that can't be undone once they're built.
