COS Land Swap
20 Oct 2024

Hello,

This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:

Good morning,

The city obviously made mistakes during the public comment process for the land swap with the Broadmoor.

They failed to disclose that Rocky Mountain Field Institute (RMFI) had been doing $40,000 worth of work each year on the section of the Barr Trail that was owned by the Cog Railway, and that they had been doing so since 2013.

The Public Comment Process for the land swap was held in 2016.

RMFI is still doing $40,000 in repairs on this land every year.

The city also failed to disclose the total cost of all needed repairs on that land in spite of the fact that I asked the Mayor and City Council at meetings and in emails many times before the land swap was approved.

Sources tell me that this land needs $1,000,000 or more in repairs.

The city's refusal to provide me with this information after 8 years is shocking.

I have alleged that the appraisal submitted for the land owned by the Cog Railway is legally flawed because it did not consider the cost of the needed repairs on that land.

The land was appraised at $1,300,000; does it need $1,000,000 in work?

Will the city please discredit my allegation by releasing the total cost of the needed repairs as estimated by Rocky Mountain Field Institute?

Thank you, Carl Strow
