This is my contribution to Citizen's Discussion at Tuesday's City Council meeting:
Good morning,
The public comment process for the land swap was flawed, and it appears that the appraisal submitted by the Broadmoor is also flawed.
At the meeting on February 24th, 2016, Sara Bryarly gave a presentation for our Parks Dept.
She said that the land owned by the Cog Railway had drainage problems and erosion damage.
With that, the city opened the door and made the issue relevant.
I immediately began asking for the total cost of all needed repairs to that land.
I was not informed that Rocky Mountain Field Institute was doing $40,000 a year in work on that land.
The public had a right to know that the land had major flaws.
Has RMFI done over $400,000 in repairs to this land since 2013?
The land in question was appraised at $1.3 million, did that land need one million dollars in repairs?
Has RMFI told the city that this land needs $1 million in repairs?
What is the estimated cost of all needed repairs on that land today?
The city mentioned the drainage issues and erosion damage on that land.
I asked for the cost of repairing those issues.
Why did the city not provide me with this information?
The integrity of a public comment process is essential to the approval process of a land swap involving city-owned land.
The public has a right to know that the public comment process was flawed.
A citizen was asking for relevant financial information and the city failed to provide that information.
