I am unable to phone in my comments for Citizens Discussion so I am sending them in this email.
Good afternoon,
I am told that the City and Mr Skorman discredited my questions during the public comment process for the land swap. They felt that they had some justification to tell people who heard me speak that I was lacking in soundness of mind. They also told them that they had checked out my concerns about the land swap and that they were unfounded.
Since then it has become apparent that they made a grave mistake. Without legitimate justification they defamed my character, and deprived the public comment process of the information that I was seeking.
Both of those issues demand immediate remedy.
To this day I ask a few simple questions and the City refuses to answer.
Last summer our Parks Dept. sent me an email saying this:
“Rocky Mountain Field Institute estimates annual maintenance to the section of Barr Trail impacted by Incline return traffic to be approximately $40,000”.
On March 18th of this year Sam Friedman sent me an email saying this:
“Per our Parks Department, annual costs to perform the necessary maintenance to the portion of trail owned by the City are estimated by the Rocky Mountain Field Institute (RMFI) to be approximately $40,000 to maintain the status quo of the trail with minimal upgrades”.
I am asking for the estimated costs for each specific category of repairs needed on the section of the Barr Trail that the City owns.
The cost of the drainage study.
The cost of the drainage modifications.
Is the erosion damage on the hillside mild, moderate, or severe?
What is the cost of repairing the erosion damage on the hillside?
The cost of a new fence.
The cost of all obstacle removal and stabilization.
The City keeps referring to annual maintenance as though no major repairs are needed. To make such a claim would be public deception.
Has Timberline Landscaping or RMFI ever told the City that it would be best if this section of the Barr Trail is closed permanently because the drainage cannot ever meet modern standards?
The city has admitted that RMFI has provided them with an analysis of the needed repairs. Please tell us everything that is in that report.
The City is not a private company, we have a legal right to this information. We own that land and we have a right to review all facts or omissions related to the public comment process.
The land swap is a multi million dollar transaction and any discovered flaw has to be disclosed publicly.
There are at least 7 clear questions in this communication. Please answer each one individually. The answers to these questions are missing pieces from the public comment process, you must now fill in the blanks and let the public decide if approving the land swap was a mistake.
If no mistake was made the City should be eager to make that clear.

Perhaps President Skorman could acquire the report from Rocky Mountain Field Institute on the subject from our Parks Dept, and read this email during the meeting Tuesday afternoon, and share with the public what RMFI says.
