RESULTS OF LAND SWAP INVESTIGATION?

COS Land Swap
11.09.2018

Here is my email for the City Council today:

Good afternoon,

I spoke before the City Council on January 23rd of this year. Here is an excerpt of my comments:

During the Public Comment Process for the Land Swap the City vaguely referred to the erosion and drainage problems at one meeting. I spoke in more detail about them at the same meeting. Since that night the City has refused to say one word about any of these issues.

That is beyond suspicious.

Did the city learn during the Public Comment Process that the appraisal submitted by the Broadmoor was flawed?

What has the Council learned about these matters? Has the entire Council buried their heads in the sand? Has the Council asked Karen Palus or the Mayor why mention of the repairs was removed from the City's presentations after that night? What have you learned?

If you have discovered misconduct on the City's part you have to either inform the public or reverse the land swap.

Knowledge is responsibility, if members of this Council have found that the public was deceived during the public comment process and you cover that up, you each become guilty of a crime.

The City can make a mistake, which is understandable. If the City refuses to make it right, then we have a problem. How many similar issues do we face today?

I hear that the Mayor tells City officials that they do not need to cooperate because Washington is not interested in indicting anyone yet. I also hear that the District Attorney’s office is furious with him over that. That constitutes interfering in investigations. The authorities are not supposed to have to indict City officials to get cooperation, you took an oath and you are required to represent the interests of the people who elected you.

The Mayor has announced his intentions to seek reelection next year. Does the City Council not have evidence of criminal misconduct by the Mayor?

Did the Mayor know that the appraisal submitted by the Broadmoor was flawed before the land swap was approved? The mayor has the power to reverse the land swap, is this Council not demanding that he do so? Is he uncooperative? Is the leadership of this Council uncooperative also?

If a member of this council suspects that serious problems exist with the Incline, the land swap, or with other issues, and sees that the city is chronically reluctant to disclose facts to the public, they must either speak out publicly, or force change from within in a timely manner.

Thank you, Carl Strow
