I am speaking before the City Council on Tuesday January 23rd. The key question in my comments is why the City stopped talking about the erosion and drainage problems on this land after I made it clear how bad they were in March of 2016. "Did the City learn during the public comment process that the appraisal submitted by the Broadmoor was flawed". Please tell others about my petition. The text of my comments is here: Good afternoon, I was hiking on the Barr Trail the other day and I was ashamed of what I saw on the land owned by the City. There are erosion ravines all over the hillside, some are at least 12 and 18 inches deep, and some go straight down the hill crossing the trail on switchback after switchback. Rocks that are 2ft, 3ft, and even 4ft tall are on the trail which hikers must navigate around or over. Boulders that are 10 and 15 feet tall have rolled down next to the trail, and in places sit on the trail. In many places water has carved out a pit or drop off on the edge of the trail and part of the trail is gone. The obstacles and hazards on the trail make hiking slow and dangerous. I estimate that the fence on our land is about a mile and a half long. It is rotting badly and many poles are broken or missing. In places it is falling over, and most of its paint is gone. This fence is beyond repair and must be replaced. The new fence will have to be carried in, and the pieces of the old fence will have to be carried out. Has the City consulted with Timberline Landscaping about these problems? Have we been given an estimate of their cost? Do they recommend that this trail be closed and a new one be built to modern drainage standards? During the Public Comment Process for the Land Swap the City vaguely referred to the erosion and drainage problems at one meeting. I spoke in more detail about them at the same meeting. Since that night the City has refused to say one word about any of these issues. That is beyond suspicious. Did the city learn during the Public Comment Process that the appraisal submitted by the Broadmoor was flawed? The City must tell the public the estimated cost of these repairs. If the appraisal submitted by the Broadmoor is flawed, all land that was exchanged must be returned to its original owners.
