Florida must Pass Savanna's Law: Require Domestic Violence Offenders to Register
The Issue
Domestic Violence is not a single moment of anger, but a pattern of escalating behavior. Too often, warning signs are missed, histories are fragmented across jurisdictions, and intervention comes AFTER lives are lost.
Savanna's Law exists to change that.
Savanna's Law was enacted in Tennessee following the tragic and preventable murder of Savanna Puckett, who was killed by a repeat domestic violence offender. Her death exposed a devastating gap in accountability: repeat abusers were able to continue harming others without adequate tracking, visibility or intervention.
Florida currently does NOT have a statewide domestic violence offender registry. This means:
-Law enforcement may respond to calls without knowing a suspect's violent history.
-Courts may lack full context when determining bail, sentencing or custody.
-Survivors may unknowingly live, work or co-parent with repeat offenders.
-Escalation goes unchecked, until it becomes fatal.
This is not theoretical. This is a public safety crisis.
This is why early identification and accountability matter.
Savanna's Law would:
-Create a registry for repeat domestic violence offenders
-Give law enforcement critical information before responding to calls
-Improve coordination between courts, probation and police.
-Increase offender accountability
-Enhance prevention efforts before violence escalates
-Protect survivors, children and first responders
Tennessee has recognized that domestic violence must be treated with the seriousness it demands. FLORIDA MUST DO THE SAME.
Passing Savanna's Law in Florida is not about punishment, it is about prevention, protection and awareness. It is about stopping violence BEFORE another family is devastated. It is about honoring victims by refusing to accept "too late" as an outcome.
