Fix Noise Violations Before Expanding Hyperscale Data's Michigan Data Center
The Issue
A data center in Dowagiac, Michigan is making life unbearable for the people who live nearby — and the company that runs it wants to get more than ten times bigger.
Alliance Cloud Services, a subsidiary of Hyperscale Data Inc., operates a 30-megawatt data center on East Prairie Ronde Street. The facility's cooling systems — which run constantly to prevent servers from overheating — emit noise so loud that neighbors say they can hear it through closed windows and over the sound of their televisions.
"My husband and I have been unable to utilize our yard since this facility began operation a few years ago," said Lindy Valenzuela, one of two residents who filed a federal lawsuit against the company in May 2026. "On warmer days (when the noise becomes louder), it is impossible to stay outside for longer than 10 minutes at a time before succumbing to headaches."
This isn't just a quality-of-life issue — it's a property rights issue. Residents say the noise has already damaged their home values. "If we want to resell the house, who's going to want to buy the house with that noise? No one's going to want to buy," said Terry Raab, another resident named in the complaint.
Legal experts say properly operated data centers use soundproofing equipment designed to keep noise from escaping the property. According to the lawsuit, Hyperscale Data failed to install adequate soundproofing — and now families are paying the price.
Here's what makes this worse: Hyperscale Data has announced plans to expand the facility from 30 megawatts to 340 megawatts. That's more than ten times the current size — and as of now, no development requests have been submitted to the City of Dowagiac. Residents weren't meaningfully informed. The city hasn't acted.
We're calling on the City of Dowagiac and Michigan state legislators to act before this expansion moves forward. The city should refuse to approve any permits for expansion until Hyperscale Data installs proper soundproofing and demonstrates that the existing noise violations have been resolved. And Michigan lawmakers should go further — establish enforceable noise limits for industrial data centers built near homes, so that no community in this state has to fight this battle alone.
