
After the hearing today, Jack and I went to all of the senators' offices and dropped off one of John B's ads and a letter advocating support for SCA4. All of the aids said they would give the materials to the senators and some even timestamped the materials.
We also stopped by Senator Seyarto's office and talked to his Director Nicolas Gauthier, the main staff working on SCA4.
Some advice he gave:
- He advised in terms of preparing for collecting signatures this time: Between now and signature collection starts, expand our networks and increase efficiency (I think our ideas of sending to neighborhood lists and targeting organizations would be good examples)
- We had many invalid signatures last time. Minimize them by having people check their registered place ahead of time.
- We won't have a lot of time to collect signatures (he thinks probably 2 months or less), so we need to do as much prep as possible now and quickly activate everything as soon as the petitions are available.
Other info he gave:
- In 2020, 1 million ballots had Prop 19 blank...surprisingly high. This means a large number of voters did not know how to vote because they did not understand it.
- Soon after Prop 19 went into effect, the legislators realized that the farms would be wiped out in one generation, so they promised to the Farmers Bureau that they would pass something real quick. That was SB539, passed in September 2021. It allows parceling of farms by a certain date which would trigger reassessment, but each parcel has a $1M exclusion. The Farmers Bureau knows it's not perfect because after 20 years the parcels can rise in value and potentially exceed $1M. He said the Farmers Bureau is in support of repealing Prop 19.
