Remove Internet Cap for Deaf and Hard of Hearing!

The Issue

For many years we as Deaf community was able to have access to a tool that helps us to be able to call people who able to hear, like the people who can hear uses the landline phone at home using a dial-up line which connects their way of making phone calls to anyone they wish but for Deaf or Hard of Hearing people is different because we uses the broadband internet to make phone calls using video phone provided by some video relay service such as Purple Communications, Convo Relay or Sorenson Communications and when we make a call using video phone provided by Video Relay Service (VRS) they provides certified interpreters who interprets the both ends of the callers from Deaf or Hard of Hearing using American Sign Language to interpret what the hearing callers are saying then the interpreters interpret in American Sign Language (ASL) to us Deaf or Hard of Hearing people what the hearing callers are saying. Just like a long ago there was only landline phone in the homes for the people who can hear then they invented a new technology gadget for everybody which is a cell phone so as the technology have advances more than ever here in the United States we in the Deaf community got new tools of a way to make a calls too which in this case from TTY to Video Relay Service (VRS).

Recently some of the companies such as Sudden Link Communication/Comcast/AT&T/Warners etc who provides television cable, landline phone and broadband internet decided to added data cap (limit) to their internet service which this means the internet providers also cut off the Deaf community way of communication where the people who are Deaf or Hard of Hearing's communication tools such as Video Phone that requires the internet connection in order to be able to make a call. Because some providers recently put the caps on the internet also means they have also limited Deaf community's way of communication where they now don't have freedom of being able to make calls as many as they wish and the providers who offer internet service that have put the caps on them never put the cap on their landline phone where this would reduces how much the people who able to hear to make calls using landline phone so this is unfair to the Deaf community.

If the companies who services television, internet and landline phone puts the limits on how much the Deaf or Hard of Hearing people can have to make some calls through internet connection then why aren't they doing the same thing with the landline phone for the people who is able to hear to reduce how much the people who able to hear to make call through landline? Does that seems to be unfair to you? These providers must understand that Deaf or Hard of Hearing need unlimited broadband internet to be able to make calls using video phone provided by Video Relay Service (VRS) providers as just like the people who can hear needs landline with no limits to be able to make calls as much as they wish. If these providers still force to put the cap on the broadband to where we the Deaf or Hard of Hearing people won't be able to make calls as much as we wish then do the same thing with the landline by putting cap to their landline service for the people who can hear phone (for example of adding limit to landline, only giving them minutes monthly just like they do for the internet broadband in size of data).

But if these providers does not want to force the limit on their landline service for the people who able to hear phones then DO NOT force the limit on broadband internet for the people who is Deaf or Hard of Hearing so that they can make as much as calls as the people who can hear with their landline phones otherwise that is plainly unfair so we as Deaf community demands that Federal Communications Commission to change the policy where that these providers cannot put the cap on the broadband line for the Deaf or Hard of Hearing people if these providers does not or refuse to add cap to their landline service as well. We also demands U.S House Of Representatives to look into this as well and consider to somehow help with this situation by either creating a policy to make internet providers who also provides landline that if they limits the internet service then put the limit on the landline too to be fair otherwise make the internet unlimited.
