Families First: Relocate the Pre-Release Center

The Issue

Families and individuals residing in the East North neighborhood of Kalispell are deeply apprehensive about the proposed Pre-Release Center, as the location raises significant concerns for families within the vicinity that must be addressed. 

We believe reintegration programs are important and of community benefit in the long term. However, the approach to reintegration and the community support behind the initiative is vital to successful outcomes. A facility placed in a setting that is not supported by the surrounding community risks undermining both the program’s objectives and the wellbeing of nearby residents. 

Therefore, we strongly urge Flathead County Commissioners and the Department of Corrections (DOC) to consider the interests of the community with the following: 

  1. Do not install a pre-release facility at Greenwood Village Inn and Suites. Surrounded by family homes and in direct proximity to one of Kalispell's primary family parks and a popular playground/waterpark, this proposed pre-release facility poses significant concerns to our neighborhood. The safety and wellbeing of our children and other residents who frequent family-centric areas must remain the top priority in Flathead County. 

    The consequences of this decision could have a lasting negative impact on the safety of our children and families, the stability of our investments, and the character of our neighborhood.
  2. We urge the Flathead County Commissioners to identify a more appropriate location—one that garners the full support and confidence of the community to ensures positive outcomes for the individuals enrolled and the safety of the surrounding residents.

  3. We request that the DOC provide the public with a comprehensive plan that addresses community concerns and is both transparent and clearly articulated to stakeholders. Regardless of the location of a pre-release facility in Flathead County, stakeholders should be well informed about the nature and qualifications of the individuals residing in the facility, the capacity of local police, county law enforcement and EMS to respond to concerns associated with the facility, and the Department of Correction plan for proper facility staffing and security to ensure safety of the surrounding community. To date, detailed plans regarding the safety of residential communities have not been adequately communicated to the public. 

Improved transparency and communication with the public is of utmost concern for every stakeholder involved in the installation of a pre-release facility in Flathead County. As concerned citizens, parents, neighbors and supporters of those in reintegration, we are confident a solution can be found that will benefit both the transitioning individuals and greater community.
