Failure to Protect Williamsport Residents/Animals from Repeated Dangerous Dog Attacks

The Issue

To the Mayor, City Council, Police Chief, Animal Control Officials, and Appropriate Authorities:

We are writing to express our outrage and deep concern regarding the handling of two dogs that have reportedly terrorizing Williamsport neighborhoods for an extended period of time.

According to numerous residents, these dogs have repeatedly attacked and killed family/outdoor cats and strays.  Residents are living with fear, frustration, and the belief that their complaints are not being met with adequate action.  Despite repeated warnings and opportunities to intervene, the situation was allowed to continue until it reached a predictable and tragic outcome.

This morning, one of the dogs was shot by a resident.  While no one wants to see an animal harmed, residents should never be placed in a position where they feel they must protect themselves, their families, or their pets because authorities failed to address a known and ongoing danger. The responsibility for public safety belongs with the agencies entrusted to enforce the law and respond to repeated reports of dangerous animals.

Equally troubling is the fact that the owner of these dogs was reportedly warned numerous times about their behavior and the danger they posed to the community. If those reports are accurate, then the owner must be held accountable to the fullest extent permitted by law. Responsible pet ownership is not optional. When an owner repeatedly fails to control dangerous animals despite warnings and documented incidents, there must be consequences.

In addition, authorities should carefully examine whether neglect, failure to secure the animals, or other violations of Pennsylvania Law occurred. If the facts support criminal charges, those charges should be pursued. The community deserves a thorough investigation and an honest assessment of whether the conduct involved rises to the level of a criminal offense.

Even more concerning, there are at least two more dogs that remain with the negligent owner.  Residents deserve immediate answers regarding what steps are being taken to locate and secure those animals before another attack occurs.

The citizens of Williamsport deserve answers:

• How many complaints were received regarding these dogs?
• What actions were taken in response to those complaints?
• Why were effective measures not implemented sooner?
• Were all applicable dangerous-dog laws enforced?
• Will the owner be investigated and, if appropriate, prosecuted?
• What changes will be made to ensure this never happens again?

Families should not have to watch beloved pets/animals be injured or killed while waiting for meaningful intervention. Residents should not have to live in fear, and they should not have to assume responsibilities that properly belong to local authorities.

This incident demands accountability from everyone involved. The public deserves transparency regarding the actions of both the dog's owner and the agencies responsible for protecting the community. Future warnings must not be ignored until another tragedy occurs.

I urge city officials and the Dog Warden to immediately address the remaining threats, conduct a full review of this matter, and publicly explain what corrective actions will be taken. Most importantly, I urge authorities to ensure that any individual whose actions or negligence contributed to this situation is held fully accountable under the law.

The people of Williamsport deserve better.
