Fellow supporters, we have cause to celebrate: the Regional Mayors' Council has voted to formally suspend all expenditures and planning on the Surrey-Newton-Guildford LRT. The vote was unanimously endorsed by Mayors' Council, and funds that would have been used to build LRT have been freed up to be used for a SkyTrain extension from Surrey to Langley!

TransLink is now hard at work on a "work plan" for SkyTrain that will be presented to the Mayors' Council at the next meeting on December 13th. This plan will lay out the redirection of $1.58 billion in available funding from the SNG LRT budget, and $1.9 billion in funding that would have been allocated to a Surrey-Langley LRT. This total funding envelope of approximately $3.5 billion fully accommodates the Surrey-Langley SkyTrain project (estimated to cost $2.9 billion), with leftover funds available to also deliver enhanced B-Line/bus rapid transit on King George Blvd. and 104th Avenue. The finalized network should give Surrey 27 kilometres of rail and bus rapid transit.

If the Mayors' Council approves this work plan on December 13th, we will be closing this petition and declaring a campaign victory.

Because SkyTrain will not affect the other 10-Year-Vision projects in phase 2 and is fully accomodated within the $3.5 billion funding envelope, we anticipate that the work plan will be approved on December 13th. Nevertheless, we invite you to join us at the Mayors' Council meeting on December 13th! Do keep in mind that the Mayors' Council accepts public delegations to deliver statements on any discussed matters. We highly encourage you to join us, to oversee the Mayors' Council's vote and encourage them to vote YES for SkyTrain! Please stay tuned for further event updates.

That the Mayors’ Council on Regional Transportation:

  1. Endorse TransLink’s decision to suspend the Surrey-Newton-Guildford Project, stopping all expenditures of money and resources on the project, based on the request from the City of Surrey;
  2. Use the 10-Year Vision as the basis for South of Fraser rapid transit planning, recognizing the City of Surrey request to change the technology and timing of the Fraser Highway project from LRT to SkyTrain, and draw only on the available funding currently allocated for South of Fraser rapid transit in the Phase Two Plan, and the financial framework for the Phase Three Plan.
  3. Request the additional analysis and a work plan on “Option 2” in this report, for consideration at the December 13, 2018 meeting of the Mayors’ Council.
  4. Receive the "South of Fraser Rapid Transit" report from Geoff Cross, TransLink Vice President of Planning and Policy, dated November 9, 2018.
