Extend HOV/Express Lanes on I-15 Through Temecula – End the Daily Commute Nightmare to San

The Issue

Every day, thousands of us commuters from the Temecula, Murrieta, and Menifee areas endure hours of frustration on I-15 heading to San Diego for work. What was once a smooth drive has become a daily ordeal, largely due to insufficient High-Occupancy Vehicle (HOV) lane availability through the Temecula corridor.

This severe congestion doesn't just waste time—it hits our wallets, health, and environment hard. Lost productivity from prolonged commutes, skyrocketing fuel costs, and worsened air quality from idling vehicles contribute significantly to emissions. Road transportation accounts for about 29% of U.S. greenhouse gases, and congestion makes it far worse.

Extending continuous HOV lanes through Temecula is a proven, practical fix. These lanes promote carpooling, cut single-occupant vehicles, and smooth overall flow—benefits seen in Los Angeles and San Francisco, where added HOV capacity dramatically reduced travel times and congestion. A seamless extension (connecting San Diego's existing Express Lanes northward through Temecula) would deliver reliable, faster trips, support emergency services, boost safety by reducing weaving, and encourage more sustainable commuting.

This would improve quality of life for families, workers, and our growing region while addressing climate goals.

Yet, despite clear needs and available median/right-of-way space, progress stalls with delays, partial fixes (like recent auxiliary lanes and smart tech pilots), and no full commitment to continuous HOV through Temecula. We can't wait any longer as backups grow daily.

Join me in demanding action from Caltrans, the Riverside County Transportation Commission (RCTC), and state leaders: Extend HOV/Express lanes continuously through Temecula on I-15—northbound from Escondido connections and southbound to link with Riverside-area improvements. Use our tax dollars efficiently to deliver real relief now.
