Greetings, I am Ilshun Witherspoon, a resident of Mobile, Alabama. 

My mission revolves around combating corruption within the realm of 251 Properties, a real estate company owned by John Stimpson, who happens to be the brother of Mayor Sandy Stimpson. In this pursuit, I also hold accountable RentExperts, a property management firm intertwined with 251 Properties. 

RentExperts, ostensibly employed to manage properties, appears to have been tasked with a troubling agenda: the marginalization, intimidation, and unwarranted surveillance of African-American families residing in 251 Properties' downtown Mobile, Alabama complex. 

My case is not mere conjecture; I have meticulously documented evidence, accessible on my social media platforms, including Facebook, Instagram, TikTok, and YouTube. 

RentExperts resorted to dubious tactics, deploying their employees as faux tenants to harass and evict African-American and low-income residents from Mauvilla Court Apartments, all in the pursuit of property sales. 

One glaring instance involves Malarie Johnson, a property manager at RentExperts, who concealed her true role by posing as a tenant. This deception persisted for an astounding 1.5 years, only unraveling when I attempted to file a federal complaint with HUD. 

My ordeal commenced in early 2020 when I moved into Mauvilla Court Apartments, located at 15 N. ANN St. Being one of the few African-American residents, I quickly discerned an unwelcoming atmosphere created by some fellow tenants. 

To exacerbate matters, in January 2021, Malarie Johnson took up residence in the unit beneath mine, initiating a campaign of subtle yet incessant noise harassment. My initial attempts to ignore her only intensified her harassment, directed not only towards me but also another African-American family in the building. After she successfully drove them away through threats and harassment, I became her next target. 

By July 2021, I had to confront her regarding the noise harassment. However, the aftermath was unexpected - my credit was fraudulently utilized by an unknown party the very next day. 

Malarie's harassment escalated to disturbing levels, including incidents such as pouring oil on my stairs, endangering my safety. On November 4 2021, I confronted her with a note requesting that she cease this behavior. This led to a confrontation on November 6, 2021, during which she berated me. 

Subsequently, I sought police intervention. This only made Malaries aggressive intensity towards me.  She started to use racial threats and attempts to physically provoke me. Each time, I would notify RentExperts. They told me, if I was scared, call the police or move. I called the police to report each incident. 

Astonishingly, I discovered that three of the four police reports were wrongly filed in someone else's name, possibly in an attempt to conceal the truth. 

To protect myself and my safety, I served a 60-day notice to terminate my lease in December 2021, with an expected departure date of February 27, 2022. During this period, threats and stalking intensified to an unbearable extent, necessitating the retention of Attorney Timothy Shephard, based in Mobile, Alabama, to facilitate a safe relocation. 

Despite RentExperts' initial recommendation to contact the police for tenant issues, they showed blatant indifference to my pleas for assistance, instead retaliating every time I reported Malarie's harassment. 

Given the dire circumstances, I had no choice but to seek a warrant for Malarie Johnson's actions, which was granted on January 31, 2022. Nevertheless, the following day, RentExperts arrived at my doorstep accompanied by the police, resulting in a perplexing and dismissive encounter with an officer who had earlier advised me on how to gather evidence against Malarie. 

Malarie's stalking continued, unmistakably evident when she trailed me to a local store. Her actions were matched by other RentExperts employees and cars with tinted windows to hide their identities, further intensifying my concerns. 

I promptly contacted my attorney, informing him of the distressing situation. He offered a crucial piece of advice: keep my phone's camera active whenever I left my apartment, regardless of the circumstances. A few days later, around February 4th or 5th, my attorney reached out with troubling news. RentExperts had proposed a meager $500 for me to relocate over the weekend, an utterly impractical option given my lack of alternatives. In response, I counter-offered, suggesting $2000, which would cover the cost of a storage unit and a budget-friendly hotel room for three weeks.

The following day, Timothy Shepard, my attorney, contacted me again, but the nature of the conversation took a sinister turn. He conveyed a chilling message, a death threat issued by Malarie Johnson and RentExperts. He advised me against pursuing legal action or seeking retribution against the company. Instead, he emphasized the urgency of relocating to safeguard my life. However, this alarming exchange marked the last communication I had with him. Despite my persistent attempts to reach out through calls and text messages over the next week, I received no response. A subsequent wellness check text was met with assurance that he was fine, immersed in a trial throughout the week, and committed to calling me back. Unfortunately, that call never materialized.Timothy Shepard had abandoned me.

Desperate for resolution, I initiated contact with my city councilman, William Carroll, who initially expressed willingness to assist but ultimately ceased communication. I realized later, that William Carroll worked for the Mayor and would not go against him for any reason. Even a constituent. 

As a last resort, I lodged a federal housing discrimination complaint with HUD, initially seeking help from the South Alabama Center For Fair Housing in Mobile. My case was handed over to Brittany Dixon, and our correspondence extended from February 2022 to April 2023, encompassing a written complaint submitted in March 2022.

On May 27, 2022, I endorsed a typed complaint provided by Brittany. However, in March 2023, I was confronted with a fictitious complaint authored by Theresa Bettis, Brittany's supervisor, misrepresenting the situation and designating Malarie as a property manager. This is when I found out that Malarie Johnson was indeed a property manager for RentExperts. 

Subsequent efforts to rectify this error were met with evasion and negligence, culminating in Brittany Dixon informing me that my case was closed due to non-filing, severing communication. 

To my astonishment, I was urged to participate in a Zoom call with Minnie Lumpkin, which I declined, opting for a phone call on April 26, 2023. I implored her to elucidate the reasons behind my case's derailment, emphasizing the relentless stalking I had endured throughout the year. My appeals, however, were met with inaction. 

With mounting evidence of my ordeal, I attempted to appeal the closure. On August 3, 2023, I received an email response to my online complaint filed with HUD.gov, originating from Deanna Robey at the Atlanta, Georgia regional office. She forwarded me the response from the Mobile, Alabama office on August 8, 2023, alleging a worker named Newsome had handled my case and erroneously claimed that my complaint had been submitted in August 2022 and closed in August 2022. 

In response, I forwarded a substantial volume of emails exchanged with the South Alabama Center For Fair Housing, revealing no mention of Newsome, alongside a comprehensive Google Drive link containing text messages, emails, videos, audio recordings involving myself, Timothy Shephard, and RentExperts. 

Regrettably, Deanna Robey disregarded this evidence and issued a closure letter. My attorney, local law enforcement, and Brittany Dixon turned a deaf ear to my claims. RentExperts, aware of my capacity to substantiate my allegations, appears to be manipulating the justice system to suppress my complaint and police reports, perpetuating the harassment to keep me in a state of fear and insecurity. 

They have divulged my personal information to unidentified individuals, causing harm to my credit and engaging in a pattern of harassment typical of real estate companies, landlords, or homeowner associations, particularly when contemplating property sales. 

Regrettably, my attempts to seek police assistance have yielded limited results. Internal Affairs in Mobile, Alabama, displayed reluctance to investigate or correct discrepancies in the police reports, even in the face of evident stalking and threats. 

On August 10 2023, A Sgt. Motykieweiz from Internal Affairs did change the reports to my name but they were null and void since the statue of limitations to press charges had expired. He did not offer any assistance in getting them reinstated due to the fault being on the part of the Mobile Police Department. 

Despite the adversity I've faced over the past 2.5 years, I remain determined to seek justice and resolution.

The complaint I need to file with HUD has a one-year statute of limitations. Brittany Dixon, Theresa Bettis from SACFH in Mobile, AL as well as Deanna Robey and Darren Holbrook from HUD Regional Office in Georgia, have actively collaborated with 251 Properties and RentExperts to deprive me of my rights within that time frame. Currently, they are attempting to manipulate events and timelines to prevent me from having a full two-year period to file a lawsuit with an attorney.
