We, the undersigned, call upon the United States government to urgently expedite the implementation of the Korean American VALOR Act, signed into law by President Biden in November 13, 2023. This legislation recognizes and provides benefits to Korean American veterans who courageously fought alongside American troops during the Vietnam War. However, delays in implementation are denying these veterans the recognition and medical care they have long deserved.

Delays Are Unacceptable:
The VALOR Act was passed to ensure Korean American veterans are finally acknowledged for their sacrifices. Yet, more than a year after its enactment, the necessary agreements between the United States and the Republic of Korea remain incomplete, blocking eligible veterans from accessing their rightful benefits.

Impact on Veterans’ Lives and Health:
Many Korean American veterans are aging and facing critical health challenges. The continued delay in implementing this legislation deprives them of essential medical care, placing undue stress on them and their families. Time is running out to honor their sacrifices while they are still with us.

Historical Contributions of Korean American Veterans:
These brave veterans stood shoulder-to-shoulder with U.S. forces in one of the most challenging conflicts in modern history. Their dedication to defending freedom deserves to be recognized and supported, just as any U.S. veteran's service would be.
 
Immediate Action by the VA and Congress:
We call on the Department of Veterans Affairs and Congress to prioritize the implementation of the VALOR Act by expediting the necessary reciprocal agreements with the Republic of Korea. While these agreements may be intended to address the financial and logistical aspects of providing benefits to Korean veterans residing abroad, it is critical to acknowledge that many of the veterans impacted by this delay are American citizens who served honorably alongside U.S. forces.

These veterans have contributed to the U.S. healthcare system through Medicare and other taxes, further underscoring their right to access the benefits promised under the VALOR Act. Requiring a reciprocal agreement may unintentionally undermine the primary purpose of the Act—to honor and support veterans for their contributions to U.S. military efforts, regardless of their citizenship status or international agreements.

We urge the VA and Congress to separate the implementation of benefits for American veterans from broader international negotiations, allowing U.S.-based veterans to receive the care and recognition they need without further delay. Let us fulfill the promise of the VALOR Act, honor these individuals for their service, and ensure they are treated equitably as contributors to the nation’s healthcare and social systems.

The contributions of Korean American veterans to U.S. history remain underappreciated. We call for national campaigns and recognition to highlight their sacrifices and contributions to American freedom.

We ask the VA to provide regular updates on the progress of implementing the VALOR Act, including timelines for key milestones.
