

Expand VA home loan eligibility for veterans living overseas
The Issue
The VA Home Loan program was created to help veterans achieve homeownership as a recognition of their military service. While the program has evolved over the years, it remains limited to properties located within the United States and its territories. As a result, eligible veterans who establish their primary residence overseas are unable to use one of the benefits they earned through their service.
Thousands of veterans choose to live abroad for a variety of legitimate reasons, including employment, retirement, education, family, or continued support of U.S. interests. Regardless of where they live, they have earned the same benefits through honorable service.
This petition asks Congress to review and modernize the VA Home Loan program by exploring a carefully regulated expansion that would allow eligible veterans to use their VA Home Loan benefit to purchase a primary residence in approved foreign countries. Any expansion should include appropriate legal, financial, and consumer protections to safeguard both veterans and taxpayers.
