Expand Minnesota's Veterans Market Value Exclusion Program

The Issue

As a veteran living in Minnesota, I've personally seen the struggle that we face with the rising costs of living in our beloved state. When I purchased my home, the property value was significantly lower than it is today. Each year, like many other veterans, I have seen my property value increase due to market fluctuations. As a result, my property taxes have followed suit without any increase in the market value exclusion that was introduced for veterans in 2008. It's a harsh reality that property values and the cost of living in Minnesota continue to rise. Yet, the maximum amount eligible for market value exclusion under the Veterans Benefits program has remained static since 2008. This disparity creates an unnecessary financial burden on Minnesota's veterans. In fact, from 2008 to 2020, living costs in Minnesota have increased by approximately 21.3% according to data from the U.S. Bureau of Labor Statistics. The time has come for the Minnesota legislature to recognize this unfairness and act accordingly by voting in favor of expanding the market value exclusion program for veterans. This action wouldn't just help veterans like me, but it would aid all Minnesota veterans facing these same issues. We have proudly served our nation, it's time our state does what's right for us. Join our cause and sign this petition to help Minnesota's veterans cope with the increasing cost of living. This program lowers a veteran's property tax liability by subtracting the exclusion amount from the estimated market value of their property. It is not a property tax exemption or tax forgiveness program. This program provides two different levels of market value exclusions:

Market Value Exclusion up to $150,000 on homestead property for veterans with 70% to 100% service-connected disability

Market Value Exclusion up to $300,000 on homestead property for veterans with total (100%) and permanent service-connected disability or with permanent individual unemployability surviving spouses of veterans who were permanently and totally disabled, surviving spouses receiving Dependency and Indemnity Compensation (DIC), and surviving spouses of service members who die while serving honorably in active service.
