Establishing a Civilian Safety Intervention Agency

The Issue

We believe there is a critical need for a Civilian Safety Intervention Agency (CSIA) to ensure the safety and well-being of individuals during interactions with law enforcement. Recent events, such as the tragic Sonya Massey incident and other uses of deadly force, highlight the urgent need for proactive measures to protect civilians.

 

Background

 

  1. Sonya Massey (2024, Illinois)- A woman calls the police after believing she may have heard an intruder. After checking on the home, the police begin inquiring about her mental state and requesting an ID although she was compliant and showed no signs of distress. The woman remained on the phone with emergency dispatch, because she felt afraid and uncomfortable around the police. After an officer instructed her to turn off the stove, he then shot Massey in the face and refused to give her medical treatment.
  2. George Floyd (2020, Minneapolis, Minnesota) - An African-American man, died after a police officer knelt on his neck for over nine minutes during an arrest, despite Floyd's pleas that he couldn't breathe. The incident sparked widespread protests against police brutality and systemic racism.
  3. Breonna Taylor (2020, Louisville, Kentucky) - Taylor, a 26-year-old African-American woman, was fatally shot by police officers during a botched raid on her apartment. The officers involved in the shooting faced controversy over the use of a "no-knock" warrant and the circumstances leading to Taylor's death.

 
Purpose of the CSIA will serve the community with the following tasks.

 

Intervene and Mediate: Step in during police-civilian interactions where a civilian feels unsafe or at risk. This can include a hotline that allows an unarmed citizen to request a mediator between themselves and any Clinical or Police Staff.

 

Ensure Accountability: Monitor police conduct and enforce adherence to protocols. Our focus is to screen, train and entrust clinical and police staff with the CSIA badge, letting you know that their agency has been vetted.


Provide Support: Offer support and guidance to civilians during and after interactions. It is no longer your word versus theirs, police and civilians are people. We are here to ensure that all people are granted their human rights during these interactions.
