Establish permitted overnight winter parking in multi-family zones of Kenmore, NY

The Issue

All Kenmore residents know the struggle of overnight parking between November 15th and March 15th. This struggle disproportionately affects multi-family residences, where there are typically more vehicles per house. Kenmore's often narrow driveways exacerbate parking challenges by requiring car shuffling and extra coordination between neighbors in multifamily homes.  Furthermore, some multi-family homes do not have adequate parking for all tenants (residences built after 1999 require 1.5 parking spaces per unit, however most homes predate this and are exempt). These parking challenges are a source of stress to residents and make living in the village more difficult. 

I propose that the village establish overnight, (paid) permitted parking on a select number of streets with the highest density of multi-family homes (within the residental 2 zone). These permits can be issued preferentially to residents of these streets to facilitate parking, after which other village residents may apply. The parking scheme can alternate to ensure that snow removal can still be accommodated. Revenue generated from these permits (and the inevitable increase in parking infractions) can offset any extra costs incurred by repeat plowing of the permitted streets. 

The overnight parking bans are in place to facilitate snow removal in the winter months. All residents appreciate the excellent services in Kenmore, however when these services impact their day to day lives every single day for 4 months of the year, it can be frustrating.

Strategic permitted winter parking will provide relief to those areas that are most impacted by the parking ban while also generating revenue for the village.
