Establish Congressional Term Limits Consistent With Presidential Term Limits

The Issue

To the Members of the United States Congress

We, the undersigned, respectfully submit this petition requesting the initiation of a constitutional amendment to establish term limits for Members of the United States Senate and House of Representatives. The intent of this petition is to promote structural integrity, accountability, and renewed public confidence in the legislative branch.

At present, the President of the United States is limited to two terms of four years each. In contrast, Members of Congress may serve an unlimited number of consecutive terms. This disparity has contributed to prolonged tenure, entrenched incumbency, and a perception among the public that congressional service may become a career rather than a period of civic responsibility.

We therefore urge Congress to adopt term limits equivalent in spirit to those imposed on the Presidency. Specifically, we propose:

A limit of two full terms (12 years total) for United States Senators; and
A limit of six full terms (12 years total) for Members of the United States House of Representatives.
These limits reflect the principle that public office is a temporary trust granted by the electorate, not an indefinite entitlement. Aligning the tenure of congressional service with that of the Presidency would foster a more dynamic and responsive legislative environment, encourage broader participation in public service, and mitigate the accumulation of disproportionate political influence.
