Establish a Path for U.S. Citizens to Obtain a National Concealed Carry Permit
The Issue
As a firm believer in the Second Amendment, I find it deeply concerning that our rights as citizens are being undermined. The right to bear arms is not just for law enforcement officers but extends to all citizens of this great nation. Currently, only law enforcement officers have access to a nationally recognized Concealed Carry Weapon (CCW) permit under the Law Enforcement Officers Safety Act. This leaves regular citizens like myself feeling like second-class citizens.
The Second Amendment clearly states that "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." However, laws in several states make it almost impossible for ordinary citizens to exercise this right fully and freely across our nation.
It's time we leveled the playing field and established an accessible path for all U.S. citizens who wish to obtain a National Concealed Carry Permit. This would not only uphold our constitutional rights but also promote responsible gun ownership nationwide.
I urge lawmakers and relevant authorities to consider this proposal seriously as we strive towards upholding every citizen's rights as enshrined in our Constitution. Please sign this petition if you believe in equal rights for all American gun owners under the Second Amendment.
Thanks to those states who have adopted Constitutional Carry or Permitless Carry, more citizens have the freedom to exercise their Second Amendment right without BS requirements designed to suppress freedoms, however there is more to be done. These states have their citizens rights in mind and thank you to them:
Alabama, Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Vermont, West Virginia, Wyoming
Although some of these freedom states have zero limitations for their version of Permitless Carry, others restrict carry to those who meet age requirements and/or military status.
States without permitless carry require training and others make it damn near impossible to obtain a CCW permit for their state and their reciprocity is limited to only a few other states in the nation.
If an American citizen would like to carry for self defense in the the most restrictive states such as California, New York, Washington, Oregon, Illinois, and Hawaii they must have a CCW from the state they wish to carry in with very limited reciprocity exceptions. Also, these states restrict open carry in its entirety, with the exception of Washington, completely exhausting self defense options for many Americans traveling to and through these restrictve states.
Depending on the state you live, you may be limited to only their CCW permit. States like Colorado expressly prohibit having another CCW from another state.
The Second Amendment is a national right for all United States citizens and therefore should be of concern for the entire Congressional caucus.
I believe all firearms training requirements are unconstitutional and should be struck down by the Supreme Court, but I also know that is not likely to happen. I also know that states such as California, New York, Illinois, Washington, and Hawaii will never allow Constitutional Carry short of Federal Legislation. Even then, the fight to strengthen, uphold, endorse, and maintain the Second Amendment will remain a battle during the entire existence of the United States as we know it.
The Law Enforcement Officers Safety Act (LEOSA) provides retired and active Law Enforcement to obtain a National CCW. I think it’s important to note, a National CCW is not a permit that has a reciprocated value. Rather, it is a permit where states are compelled to recognize by Federal Law.
Other than active and retired police officers, to include Military Police, other citizens have zero chance to carry legally nation wide, undermining the Second Amendment and therefore making the Second Amendment a special state privilege.
Although law enforcement officers are trained well, those officers are paid a salary or by the hour to get the training for their certifications, expertise, and knowledge. One could also argue that military service members, especially in the Special Operations fields, have far superior training than 90% of any law enforcement officer in the nation and they do not get afforded the same opportunity. However, regardless of the level of training all United States citizens have the Right to Keep and Bear arms.
Additionally, the training law enforcement and military personnel receive is equal to the amount of time and money that most Americans do not have the luxury to use on training to exercise their right.
Therefore, ALL citizens should have a path to obtain a National CCW within a reasonable amount of time and financial burden since those restrictive states will continue their tyranny.
There is no citizen who is second class in the United States, however the LEOSA creates second class status by excluding citizens who have not worked as a law enforcement officer.
