The Justification Report 3.3 says they do: “The current bridge, although accessible to pedestrians, does not include any such space for them to stop safely and enjoy the views of the river from the bridge”.
One of the Public Benefits of Highways' proposal -replacing it with a much wider one suitable for HGVs, sorry I mean a fire engine - is that there would be a large area of 'hard standing' built into the bridge design for that very purpose. The only problem is this raised pavement area is on the opposite side of the bridge to the one the horses in the photo evidently prefer, the view over the mill pond, and, for many, enjoying the view on the replacement bridge would not be possible, unless on the tall side, due to the proposed increased height and width of the parapets which restrict the angle of view.
The unchanged beautiful views from the current bridge are what people love about it and have done since 1897.
