We respectfully submit this appeal in the interests of justice, human dignity, compassion, and the rule of law.
We recognise and respect the important role of international legal institutions in pursuing accountability, investigating allegations, and upholding international law. Justice must be allowed to take its course. Accountability matters. Due process matters. Human rights matter.
Yet justice is strongest when it remains guided by the principles that give it meaning:
Fair and impartial due process
Respect for human dignity
Presumption of innocence until proven otherwise
Consideration of age, health, and humanitarian circumstances
Protection of the rights of all parties involved
These principles do not weaken justice. They strengthen it.
Time Is of the Essence
Time is a reality that affects every human being.
Former President Rodrigo Duterte is now an elderly man. Regardless of political beliefs or differing opinions about his presidency, age and the passage of time remind us that every individual eventually becomes more vulnerable and increasingly dependent upon the support of family, community, and familiar surroundings.
Humanitarian considerations become more significant as time passes.
Many Filipinos affectionately know him as "Tatay Digong." Whether one agrees or disagrees with his policies, millions of Filipinos viewed him as a leader who shaped a significant chapter in the nation's history.
This appeal is not about political allegiance.
It is about recognising a universal human truth:
Every person deserves humane treatment, dignity, and compassion throughout any legal process.
Humanitarian Considerations and Public Sentiment
We respectfully ask that relevant authorities consider all lawful humanitarian mechanisms that may permit Former President Rodrigo Duterte to remain in, or return to, the Philippines under appropriate supervision and legal safeguards while proceedings continue.
Such consideration need not interfere with legal accountability.
Rather, it would demonstrate that justice and humanity can coexist.
A vulnerable elderly person deserves humane treatment, security, family support, and access to familiar surroundings while legal proceedings unfold.
