California residents who own 2022 and newer off-road competition motorcycles are unfairly denied access to ride on U.S. Forest Service and Bureau of Land Management lands in California, even though riders from every other state may legally ride the exact same motorcycles on those same federal lands using any any out of state registration or by obtaining a California Nonresident Permit if their state does not require OHV registration.

This creates unequal treatment based solely on a rider’s state of residence—not on environmental impact or responsible recreation.

We respectfully ask the federal government to allow California residents with competition-only registered motorcycles to operate those motorcycles on federally managed U.S. Forest Service and BLM lands in California under the same rules that already apply to non-California residents.

This petition does not seek to change California’s emissions regulations or state registration requirements. It simply asks that all Americans receive equal access to federal public lands regardless of where they live.
