Ensure strict monitoring for first degree murder charges

The Issue

Emma Jean Compton(Layne) was born March 6<>1965 in South Boston, VA..Emma bought and ran Cody Store in a small community, Cody; located in the Northern end of Halifax Co., VA. She worked hard & her main goal was to give back to the community she grew up in. She was a Bright Light in the community & people loved Emma. She was always smiling and always greeted her customers with her big, beautiful smile.  In a heartbreaking incident, my sister, Emma, was brutally taken from us. On June 18, 2017, she was murdered, and the tragedy shook our family to its core. Emma’s remains were found 5 months & 4 days later on November 22<>2017; on another person’s property just 200’<>300’ from the property  owned by Emma & Russell. Only an electric fence separated the 2 properties. Russell Wayne Layne, her estranged husband, was charged with this heinous act. It took years, until November 29, 2024, for him to be arrested. To our shock and dismay, he was released on a $350,000 bond, under the surveillance of an ankle monitor, but with privileges that seem far too generous considering the severity of his alleged crime. Despite being charged with first-degree murder, Layne was allowed what amounts to a mere suggestion of house arrest. And things only worsened. On March 27, 2026, he was granted even more freedoms, such as going to work from 7:15 am to 4:00 pm, Monday through Friday. This laxity in restrictions is particularly galling given his financial situation—he’s 69 years old. He owns multiple properties, sold my sister’s store, he is drawing social security, and even rents out his properties. Claiming financial hardship to gain these privileges is an insult to Emma's memory and to justice itself. This petition calls for stricter conditions for those charged with first-degree murder who are released on bond. The justice system must ensure that monitoring and restrictions are befitting the gravity of the charges. Granting undue freedoms undermines the severity of the crime and the sanctity of justice. By signing this petition, you are urging lawmakers, judges, and judicial authorities to review and tighten policies regarding bond conditions for individuals charged with serious crimes.
