Why This Matters

We, the undersigned residents, families, healthcare professionals, and advocates across Kansas and Missouri, call on Blue Cross Blue Shield (BCBS) to provide comprehensive coverage for lactation care services and to formally recognize International Board Certified Lactation Consultants (IBCLCs) as eligible in-network providers.

Lactation care is an essential and medically necessary component of maternal and infant healthcare. Yet many families insured by BCBS face limited access, inconsistent reimbursement, or must pay out-of-pocket for evidence-based lactation services—despite clear clinical need.

 
Lactation Care Is Medically Necessary Healthcare

Lactation complications are not elective or lifestyle issues. They are clinical conditions that require timely, skilled intervention. Without appropriate care, families experience increased risk of:

  • Infant dehydration, hypoglycemia, and growth faltering
  • Emergency department visits and hospital re-admissions
  • Maternal infections such as mastitis and abscesses
  • Early, unintended cessation of breastfeeding
  • Increased maternal mental health challenges

Evidence consistently shows that access to skilled lactation support improves outcomes and reduces overall healthcare utilization and costs.

 IBCLCs Are the Gold Standard in Lactation Care

International Board Certified Lactation Consultants (IBCLCs) are uniquely qualified healthcare professionals who specialize in the clinical management of lactation and infant feeding. The IBCLC credential requires:

  • Extensive formal education in lactation science and clinical care
  • Supervised clinical experience
  • Successful completion of a rigorous international board examination
  • Ongoing continuing education and recertification

IBCLCs provide assessment, diagnosis, and treatment of lactation conditions and collaborate closely with physicians, nurses, midwives, and other healthcare providers.

Despite their qualifications and role in preventive and clinical care, IBCLCs are often excluded from BCBS provider networks or lack a clear pathway for reimbursement—creating unnecessary barriers for patients.

  3. Provide consistent, comprehensive coverage and reimbursement for lactation care services rendered by IBCLCs
  4. Ensure equitable access to lactation care across all plans in Kansas and Missouri
  5. Collaborate with lactation professionals and stakeholders to implement sustainable, evidence-based policies
