Ensure continued support for veteran-led disaster recovery programs in Australia
The issue
We call on the Australian Government and relevant agencies to ensure that the value and impact of veteran-led disaster recovery programs are recognised and considered in any future funding, policy, or program decisions.
Disaster Relief Australia (DRA) has recently entered voluntary administration following the suspension of government funding, creating uncertainty around the continuation of its programs.
We acknowledge that this process, including any investigations or reviews, must be allowed to run appropriately.
However, it is critical that, alongside these processes, the demonstrated value of this model is not lost or overlooked.
These programs have brought together a diverse volunteer base, including military veterans, first responders, emergency service workers, and civilians, working side by side to support communities impacted by disasters across Australia.
For many military veterans in particular, involvement has provided:
- A renewed sense of purpose and identity following service
- Ongoing structure, connection, and camaraderie
- Opportunities to continue contributing their skills in meaningful ways
More broadly, these programs have also delivered:
- Strong community engagement and social connection
- Opportunities for first responders, civilians and emergency personnel to contribute meaningfully
- Skilled, organised support to communities during times of crisis
- An alternate to deployment of the Australian Defence Force (ADF), supporting the ADF to remain focused on its primary role of defending Australia and its national interests in order to advance Australia's security and prosperity
As highlighted in NEMA's Submission to the Select Committee on Australia’s Disaster Resilience (Submission 82), these programs align with broader government commitments to:
- Strengthen national disaster resilience
- Support the wellbeing and social connectedness of Australia's military veterans and their families
While the future of this organisation in its current form remains uncertain, the underlying model and mission remain highly valuable.
We ask that decision-makers:
- Ensure the impact and outcomes of these programs are fully considered
- Explore pathways for continuation, whether through restructuring, alternative delivery models, or similar programs
- Recognise the importance of maintaining opportunities for veterans, first responders and emergency service workers to contribute meaningfully to disaster response efforts
- Preserve the broader capability and community benefit these programs provide
This petition is not intended to pre-empt the outcome of any investigation or administrative process.
Rather, it is to ensure that the voices of volunteers, veterans, and communities are heard—and that the value of these programs is not lost in the process.
