Enforce Stricter Regulations and Incentives for Responsible Pet Ownership

The Issue

My personal journey as a volunteer involved in animal rescues, both in physical and financial terms, has exposed me to a reality that breaks my heart and stirs my conscience: Animal dumping and abuse are alarmingly common. The reckless disregard for our domesticated animals' well-being is not only worrisome but a vivid reflection of a profound lack of humanity. These animals are not merely cohabitants, they are drawn into our families, our society, our system. Yet, we fail them in providing a safe environment. These practices are perpetuated and exacerbated by the absence of adequate consequences which further reinforces the problem.

Here are our demands for change: substantial fines for animal dumping, mandatory free licensing and registration for pets rescued from shelters, limits on the number of pets per household unless they are certified fosters—under conditions such as minimum requirements of space, provision of essential needs, and pet CPR certification. We propose stringent fines for unauthorized breeding and appealing rewards for reporting instances of animal abuse or illicit breeding. Those who foster, rescue, or volunteer should receive tax breaks as a small acknowledgment of their noble effort.

To address the issues of dumping and rampant pet overcrowding, there should be a temporary pause on all breeding. In the interim, provisions for discounted neutering, spaying, and abortions should be pushed forward. According to the American Society of the Prevention of Cruelty to Animals (ASPCA), an estimated 6.5 million companion animals enter U.S. animal shelters nationwide every year. Of those, approximately 1.5 million are euthanized, primarily due to the limited availability of resources such as routing pet population control.

There needs to be swift and radical reform in the manner we care for and take responsibility for our pets. This petition represents an urgent appeal for an overhaul of our pet management policies — a change we, who created and uphold this system, are morally obliged to enforce.
