End Violence Against Quota Protestors in Bangladesh

The Issue

Current Situation

In recent weeks, Bangladesh has witnessed a disturbing escalation in violence against students who have been peacefully protesting against the existing quota system in public sector jobs. These protests, initiated by university students, aim to seek a fairer, more merit-based recruitment process and have called for reforms to the quota system. This system reserves up to 56% of government jobs for specific groups, including descendants of 1971 Liberation War veterans, women, people from underdeveloped districts, tribal communities, and persons with disabilities. The remaining 44% of jobs are open to general applicants. Unfortunately, these peaceful demonstrations have been met with brutal force.

Law enforcement agencies, alongside ruling party activists, have responded with excessive violence, including beatings, arrests, and intimidation. The situation has reached a critical point, with students being targeted on the streets of Dhaka and within university campuses. We have received credible reports of deaths among the protestors, although the exact numbers cannot be verified due to a media blackout imposed by the authorities. This blatant violation of human rights and the suppression of democratic expression cannot be ignored.

Demands

  • Immediate End to Violence: We demand an immediate cessation of all violent actions against the quota protesters. The government must ensure the safety and security of all students and citizens exercising their right to peaceful protest.
  • Withdrawal of Law Enforcement Agencies: We demand the immediate withdrawal of law enforcement agencies and ruling party activists from the streets of Bangladesh and university campuses. Their presence in educational institutions and across Bangladesh, along with the illegal and unconstitutional acts of violence against citizens, is both intimidating and exacerbates tensions.

  • Act on Student Demands: We urge the Prime Minister and the Cabinet to take swift and decisive action in response to the protestors' demands. The government must address their grievances promptly and make necessary amendments to the quota system by calling for an emergency session with the Chief Justice of the Supreme Court to ensure fairness, equity, and the restoration of public order.

  • Justice for Victims: We demand an independent investigation into the incidents of violence and hold accountable those responsible for the attacks on students. Victims of police brutality and unlawful detainment must be given justice, and their perpetrators must face appropriate legal consequences.

  • End False Narratives: We call on the government and media to stop framing the protestors as being linked to pro-Pakistani or pro-Razakar sentiments. Such baseless narratives only serve to vilify the protestors and distract from their legitimate demands for justice and equity.
