Across the United States, thousands of our veterans face the harsh and unforgiving reality of homelessness. After serving our nation with honor, courage, and selflessness, these men and women now face uncertain futures—without the safety, stability, or dignity of a permanent home.
According to the U.S. Department of Housing and Urban Development, nearly 40,000 veterans are homeless on any given night. This is more than a number—it is a reflection of a national crisis that demands immediate and unified action.
A home is more than a roof overhead. It is a foundation for rebuilding, a place of belonging, and a symbol of the respect every veteran deserves. Providing a pathway to homeownership is not only an expression of gratitude, but a commitment to restoring stability, dignity, and opportunity for those who have sacrificed for our freedom.
Proven Success, Scalable Solutions
Cities that have invested in targeted veteran housing programs have seen tangible results.
For example, Houston, Texas, has reduced veteran homelessness by more than 50% since 2011 through a coordinated approach combining supportive housing and homeownership initiatives tailored to veterans’ unique needs.
This success story proves what can be achieved when communities, government agencies, and private organizations work together toward a common goal.
Our National Framework for Veteran Homeownership
We propose a comprehensive plan to end veteran homelessness through sustainable homeownership opportunities, including:
Zero-down-payment and low-interest VA-backed mortgage options
Housing counseling and financial literacy education programs
Partnerships with nonprofit organizations to build affordable homes for veterans
Public-private collaborations that incentivize developers to prioritize veteran-focused housing projects

Transitional Housing and Vested Ownership Program
To further support long-term stability, we introduce the Transitional Housing and Vested Ownership Program, designed to reward perseverance, accountability, and personal growth.
Veterans who reside in transitional housing for over one year and successfully complete a Life Skills 12-Step Rehabilitation Program will earn up to 1% vested homeownership interest toward the title of their future home.
This innovative approach allows veterans to:
- Build financial literacy and homeownership readiness
- Establish a foundation for long-term family growth
- Gain equity and a tangible stake in their future stability
Through this program, transitional housing becomes a launchpad for ownership, - Transforming temporary shelter into a pathway toward financial security and generational progress.
