End Unlicensed Backyard Breeding in California
The Issue
Every year in California, thousands of dogs suffer needlessly because of unregulated backyard breeding. These puppies are often born in unsafe conditions, denied proper veterinary care, and sold to unsuspecting families who later face heartbreak from genetic disorders, illness, or behavioral issues.
California has already taken steps to shut down puppy mills, but backyard breeding continues to fuel the same cycle of cruelty and overpopulation. It’s time for the state to close this dangerous loophole.
For nearly two decades, I have been on the front lines of animal rescue, helping save and rehome over 2,000 dogs. While rescue work is my passion, I know firsthand that it’s only a band-aid on a much bigger problem. Every time we find a loving home for one animal, countless more are born into neglect and suffering. We cannot rescue our way out of this crisis, we need laws that prevent the cruelty before it starts.
We, the undersigned, call on California lawmakers to:
Require all breeders, regardless of size, to obtain a license.
Limit the number of litters per female dog to protect animal health.
Impose strict penalties, including heavy fines and criminal charges, for unlicensed breeding.
Fund enforcement through breeder license fees, not taxpayer dollars.
By regulating backyard breeding, we can protect animals, prevent shelter overcrowding, and ensure California families welcome healthy, responsibly bred pets into their homes.
This is not about stopping responsible, ethical breeders. It’s about ending the suffering caused by those who put profit over animal welfare.
