The Issue

In recent years, our concern as Red Bluff residents about privacy and civil liberties have significantly increased, especially in light of the City’s Automated License Plate Reader (ALPR) program. This is not an opposition to our law enforcement officers, whom we respect and support. However, the technology's capability to collect, retain, search, and share information about individuals who have not been suspected or convicted of any crime is alarming.

For ten years now, since its initial adoption, ALPR technology in Red Bluff has advanced in ways that may not have been anticipated. The community's unease isn't rooted in a misunderstanding of safety measures but in the responsible usage and oversight of collected data. Often, ALPR data, which can reveal intimate details about a person's daily life, including their whereabouts and associations, lack strict and transparent regulations that protect citizens' privacy rights.

According to research by the American Civil Liberties Union (ACLU), while ALPRs can be effective tools for tracking stolen vehicles or involving serious criminal investigations, the majority of data collected is from innocent people with no ties to criminal activities. Furthermore, investigations have shown that data retention policies are often inconsistent, potentially allowing massive volumes of personal data to be stored indefinitely or shared across jurisdictions without proper control.

Therefore, it is crucial that Red Bluff steps forward to either discontinue the use of ALPRs or implement rigorous data protection standards. Simple measures can be adopted to achieve this balance, such as limiting data retention periods to the minimum necessary, requiring warrants for data access, and ensuring public oversight and accountability mechanisms are in place.

We urge the Red Bluff City Council to prioritize our privacy and civil liberties by ending the ALPR program or rolling out new regulations to safeguard our community. By doing so, Red Bluff can continue to support effective law enforcement while respecting the privacy rights of its citizens. Sign this petition to protect our privacy and ensure responsible use of surveillance technology in our city.
