The Issue

In our community and across Iowa, returning bottles and cans for deposit refunds has become an exhausting logistical nightmare. The current system was designed decades ago and has failed to adapt. While retailers continue to collect five-cent deposits, the near-total disappearance of local redemption centers leaves consumers trapped in a one-way system that collects fees but refuses to reciprocate. This systemic failure forces valuable materials into trash bins, defeating the law's original purpose.
Modern municipal recycling infrastructure is now highly efficient, comprehensive, and free. It makes little to no sense to maintain a clunky, multi-step chore when modern infrastructure can handle it better. We urge state legislators to fix this broken system by prioritizing the only truly progressive path forward:

The Smart, Primary Solution: Eliminate the container deposit. This is the only logical choice that aligns with modern capabilities, shifting reliance to efficient, existing municipal and curbside recycling streams without charging consumers extra fees.

The Secondary Backup Option:  If lawmakers insist on forcing consumers to pay and reclaim deposits, participating retailers must be legally be compelled to facilitate on-site returns. To prevent a return to the messy, unhygienic storefronts of the past, stores must implement a strictly modernized framework. This requires clean, automated reverse-vending technology and designated, enclosed recycling zones to ensure a seamless consumer experience while preserving retail sanitation and operational efficiency.

Simplifying this process will boost recycling rates, reduce landfill waste, and remove an unfair financial and physical burden from Iowa consumers.
