Flock Safety cameras are popping up everywhere in Carrollton. These cameras record where people drive, when they travel, and how they move through their daily lives—often without their knowledge or consent.
The cameras capture license plate numbers, vehicle make/model/condition, bumper stickers/identifying features, and more. They log the time, date, and location of vehicles. Law enforcement agencies can access this information and share it across the country. This system allows government agency users and private companies to track people wherever they go.
The system relies on artificial intelligence to identify vehicles. But AI makes mistakes. In several cases, the technology misread license plates and wrongly flagged innocent people. Those errors led to traffic stops, fines, arrests, and other serious consequences.
The cameras also create new risks. Criminals and bad actors have used license plate reader systems to stalk, harass, and track people. Security experts continue to warn about hacking and misuse of this sensitive data.
Many privacy advocates question whether the potential benefits of ALPRs justify the costs. They argue that constant surveillance erodes our privacy, weakens our civil liberties, and violates constitutional protections against unreasonable searches. Carrollton is already one of the safest places to live in the United States.
Flock Safety has built a nationwide surveillance network using taxpayer dollars. A private company should not be able to collect and store location data on millions of people with so little public oversight. Our tax dollars fund this program. Carrollton has committed to paying over $261,000/year for the Flock software and camera leases.
Our privacy, our freedoms, and our trust in local government are at stake. We urge Carrollton City officials to stop using these ALPR cameras immediately.
We also urge Carrollton's City Council to stop expanding automated license plate reader programs and protect the rights of residents.
