The Issue

Imagine moving into a new home in Nova Scotia—your dream house becomes a financial burden due to an unfair tax system. Under the current property tax arrangement, new homeowners are subjected to exorbitant property tax premiums to cover essential community services like police protection, fire services, snow removal, and garbage collection. The crux of the issue lies in the artificially capped assessments which benefit long-time homeowners at the expense of new owners. These caps mean that someone who has just purchased a home could end up paying substantially more in property taxes than their neighbor with an identical property who has lived there longer.

This imbalance is unjust and punishes those who want to live in Nova Scotia, particularly young people. For many, owning a home is a monumental achievement, yet our current system transforms it into an unnecessary financial strain. The capped assessment program discourages growth, hinders young families, and places a disproportionate burden on new homeowners, affecting their ability to build long-term financial security.

Furthermore, the inefficiencies caused by this program extend beyond individual struggles—it affects the entire community. By artificially lowering taxes for some, local budgets suffer, reducing the ability of municipalities to effectively plan and deliver services. This, in turn, compromises the quality of life for all residents.

Most canadian provinces do not have a capped system because of how inequities develop that disproportionately hurt young people trying to get into the market.

We urge the government of Nova Scotia to enact legislative changes that ensure a fair, transparent, and equitable property tax system for all homeowners. By fairly aligning property taxes with current market values, we can foster an environment that supports economic growth and treats all residents equally under the law.
