
As of April 2025, serious concerns remain regarding the credibility and conduct of senior officials within the Phoenix VA Police Department, many of whom may be Giglio-impaired—a legal classification for individuals whose past dishonesty, misconduct, or bias disqualifies them as reliable witnesses in court. These are not just accusations—some involve substantiated findings of discrimination. ⚖️
Despite this, these individuals continue to oversee arrests, direct investigations, and train officers—placing the rights of veterans and federal employees at risk. Substantiated EEO violations, retaliation, and ongoing misconduct remain unaddressed. ❌
The term “Giglio-impaired” comes from Giglio v. United States (1972) and refers to officials whose credibility issues—such as lying, bias, or unethical behavior—must legally be disclosed to the defense. When these individuals are in leadership positions, they undermine the integrity of the entire justice process. ⚠️
Allegations include:
- Misleading officers about jurisdiction under federal law ⚖️
- Instructing illegal state-level charges on federal property
- Bypassing mandatory Rule 5 hearings, denying arrestees their constitutional rights ⛔
- Retaliating against whistleblowers who tried to report misconduct 🔁
- Failing to disclose Brady/Giglio material as required by federal law ⚠️

We call on VA OAWP, VA OIG, and the Department of Justice to investigate immediately.
Giglio-impaired officials should not have the authority to lead law enforcement operations.
This is a public safety issue. This is a justice issue. This is a constitutional crisis.
