The Issue
Flock cameras pose a threat to privacy and public safety within Johnson County, as well as a violation of Fourth Amendment rights. Largely, the public did not opt into being surveilled by our government; this is not like our phones, where we intentionally subscribe to tech bros to invade our privacy but can shut it off when we want or unsubscribe. This was done to us and is using our tax dollars against us. Additionally, using AI removes jobs for security personnel and takes the human element out of a scenario where critical thinking should be applied when it comes to keeping our community safe. Flock cameras using AI also allow data centers to become a greater concern to our community and a threat to our environment, resources, and utilities.
There have been numerous reports of Flock/AI surveillance cameras using the technology on Americans and getting the wrong people. As recently as August 7, a woman was mistakenly pulled over by multiple police vehicles with weapons drawn. This is not a new issue. These cameras cost taxpayers around $3,000 each and appear to be misused by the government, with technology that often gets it wrong.
Currently, there are more than 100 Flock cameras in use in Johnson County, Indiana.
Johnson County had a trail plan adopted in 2019 intended to make our county more navigable by foot/bicycle, and that has yet to be completed or funded, but we can fund over $300,000 in surveillance equipment that may or may not be working to help keep us safe? Additionally, many of these cameras were put in by local boards and councils with little public notice or input.
Communities all over Johnson County, including and not limited to, Bargersville, Whiteland, New Whiteland, Greenwood, Franklin, Edinburgh, Trafalgar, Nineveh, and Princes Lakes, deserve transparency beyond a few conversations in municipal board or council meetings.
WHY IT MATTERS:
We are seeing headlines nearly every day about the misuse of Flock/AI surveillance technology against fellow Americans, and we don't want this to become an issue within Johnson County. We are asking for action from our elected and appointed officials.
The signers of this petition do not want any more Flock cameras to be installed within Johnson County, and are asking our current town, city, and county councilors and elected officials, municipal candidates for 2026 and 2027, to fight to have the existing cameras disconnected and removed from our communities.
DESIRED ACTION:
We want current Flock/AI surveillance cameras to be disabled and removed.
We want a moratorium on all future Flock/AI surveillance cameras.
We want public notices before any councils or boards convene to specifically talk about Flock/AI Surveillance in Johnson County.
