End inappropriate touching in schools!

The Issue

While some school manuals prohibit sexual violence cases, majority lacks the emphasis on the banning of the earliest form of sexual exploitation that cannot only be done by school personnels but by fellow learners as well— inappropriate touching or unwanted physical contact.

Inappropriate touching can be categorized into two: touching that is physical in nature and touching that is sexual in nature. Touching that is physical in nature is unsolicited or unwanted touching that involves physical harm or injury. On the other hand, one that usually goes unnoticed, touching that is sexual in nature involves unsolicited or unwanted touching that involves a person’s genitals, buttocks or private parts. The violators on the latter can usually go away from their crime due to lack of evidence and awareness of the target, compared to the former whereas its effects are blatant and obvious.

According to Unicef's National Baseline Study on Violence Against Children in the Philippines, 21.5 percent have experienced sexual abuse. Further data shows that sexual abuse in schools are more experienced by 16-18 years old.

The government has taken action to prevent sexual harassment with Republic Act 11313 or The Safe Spaces Act (Bawal Bastos Law) which addresses gender-based sexual harassment in public areas.

However, further sources state that inappropriate touching in schools are common and are rarely reported. As such, we want to end sexual abuse in schools by raising awareness for the school administrators to give a special eye in its earliest form of abuse before it turns into something bigger and more destructive.
