End ICE Detention at Miami Correctional Facility Before More People Die
The Issue
Two men have died inside Miami Correctional Facility in Indiana since February. Lorth Sim, 59, was found unresponsive in his cell on February 16. Tuan Van Bui, 55, died on April 1. Both were Immigration and Customs Enforcement (ICE) detainees — not convicted criminals, not violent offenders — people held in a maximum-security state prison under a contract between Indiana and the federal Department of Homeland Security (DHS).
We are calling on Indiana state officials to end that contract now.
In April 2026, U.S. Representative André Carson conducted a legal congressional oversight visit to Miami Correctional and came out alarmed. Detainees described broken intercoms, limited medical attention, no access to clean clothes, and irregular meals. According to Carson, one detainee reported that a person screamed for help before dying — and staff dismissed the cries, thinking the person was joking. A functioning intercom system, Carson said, might have saved that life.
When people die in government custody and a sitting member of Congress raises the alarm, every Indianan — regardless of politics — should demand answers and action. The state signed a two-year contract to house up to 1,000 ICE detainees at Miami Correctional. About 600 beds are currently in use. Every day that contract remains in place, more people are at risk.
Indiana does not have to be complicit in this. State officials have the power to act. We are asking them to use it.
We call on Indiana Governor Mike Braun and the Indiana Department of Correction to immediately terminate the contract with the Department of Homeland Security to house ICE detainees at Miami Correctional Facility — and to support full, transparent investigations into the deaths of Lorth Sim and Tuan Van Bui.
No more deaths. End the contract.
