Why This Petition Matters

Every day, predators use manipulation, deception, and coercion to groom children and vulnerable adults—slowly breaking down their defenses until they become victims of abuse, exploitation, and trafficking. Grooming is the first step in these horrific crimes, yet under current U.S. law, it is not explicitly illegal.

Victims and their families are left without justice. Law enforcement is often forced to wait until abuse has already occurred before taking action. And online platforms, where most grooming now happens, are not held accountable for enabling it.

This must change.

The Grooming Accountability and Prevention Act (GAPA) will:

✅ Make grooming a federal crime, protecting both minors and vulnerable adults.

✅ Hold predators accountable before they can escalate to abuse or trafficking.

✅ Strengthen laws against online grooming, forcing platforms to act.

✅ Provide funding for education and prevention programs to stop grooming before it starts.

The Reality

🚨 85% of trafficking survivors say their abuse started with grooming. (National Human Trafficking Hotline, 2023)

🚨 1 in 7 minors has been sexually solicited online. (NCMEC, 2022)

🚨 Less than 1% of missing children are abducted by strangers—most are manipulated by someone they know. (NCMEC, 2023)

🚨 Vulnerable adults, including those with disabilities, are twice as likely to experience exploitation. (DOJ, 2022)
