fighting to end Euthanasia-for-space and to protect animals from repeat abusers. I've attached our flyer and a petition on Change.org

Every year in the United States,
hundreds and thousands of 
healthy, adoptable dogs and cats are euthanized
in shelters simply because there isn't
enough space, funding, food or staff to care for them. This is not only inhumane 
it's unacceptable.

The solution exists. Shelters around the
country have proven that no-kill
policies, community partnerships, and
prevention programs (such as spay/
neuter and fostering) can dramatically
reduce intake and euthanasia numbers!

We, the undersigned, urge the U.S.
Congress to take action by passing
federal legislation that:

1. Bans the euthanasia of 
healthy and
treatable animals in
taxpayer-funded shelters.

2. Provides national funding for
no-kill shelter programs, including
transport, veterinary care, and
community fostering networks.

3. Mandates partnerships with rescue
organizations before euthanasia is
considered.

4. Funds national spay/neuter and
microchipping initiatives to reduce
stray 

Every year, millions of healthy and
adoptable animals are killed in U.S.
shelters simply to make room for more.
Meanwhile, those who Abuse, Neglect, or
Illegally breed animals face few
consequences and can continue harming
innocent pets.    
.I invite you to join me in urging to end euthanasia- for-space
policies and establish a National REGISTRY for animal abusers so they can never own a pet again. 
Every signature counts
toward protecting vulnerable animals and holding abusers accountable and with stricter laws for the Abuse .                Create a National Animal Abuser Registry, Ban Abusers from Owning Pets, and Stop High-Kill Shelters Every year, countless innocent animals are abused, abandoned, or killed simply because the system fails to protect them.

1. Animal Abusers Go Untracked
Right now, there is no national system to prevent convicted animal abusers from adopting, buying, breeding, or surrendering animals. This allows repeat abusers, backyard breeders, and people who treat animals as disposable to continue harming them.


2. High-Kill Shelters End Lives Instead of Saving Them
Shelters across the U.S. still use “euthanasia for space” policies, killing healthy and adoptable animals when kennels are full. Instead of working toward adoption, fostering, and community support, too many shelters take the easy way out — at the expense of innocent lives.

 

We believe animals deserve safety, compassion, and a chance at life.

We are calling on the following decision makers to act:

U.S. Congress – to pass legislation creating a National Animal Abuser Registry and banning repeat abusers from owning animals.

U.S. Department of Justice – to oversee and enforce the registry, just as it does with other public safety lists.

U.S. Department of Agriculture (USDA – APHIS) – to strengthen enforcement of animal welfare standards and stop illegal breeders.

State and Local Leaders (including the Mayor of Chicago and the Illinois General Assembly) – to ban abusers from owning or surrendering animals and to end high-kill shelter practices in their jurisdictions.


Our Demands:

1. Create a public registry of convicted animal abusers.


2. Ban repeat abusers from owning, buying, breeding, or surrendering animals.


3. Require shelters, breeders, and rescues to check the registry before releasing animals.


4. End the use of “euthanasia for space” and replace it with community-based solutions: expanded adoption programs, foster networks, spay/neuter initiatives, and public accountability.


5. Hold violators accountable with serious legal consequences.

 

This is not just about policy — it’s about compassion, justice, and protecting lives that cannot speak for themselves.

We urge Congress, the USDA, the DOJ, and state and local leaders to make this a reality.

Every signature shows that the public demands stronger protections for animals — and that we will not stay silent

The Problem Is Inconsistent Enforcement
Although laws against animal cruelty exist, enforcement and sentencing vary widely from state to state. In many cases, offenders receive minimal penalties, probation, or reduced charges — even when abuse is severe or repeated.
Without:
Mandatory minimum sentencing for extreme cruelty
A national animal abuse registry
Cross-state tracking of offenders
Stronger funding for enforcement
Abusers can move, repeat offenses, and avoid accountability.
